One thing to note here is that it is power density that really is the
problem here. For example, you can stand out in the sun all day and not get
fried (you may get a sunburn if you're not used to being out there but that
is something else) but put a magnifying lens of a short FL in between and
you'll be soon screaming with pain. On the same thread, put 80W through a
spot about two thousandths of an inch in diameter and you'll probably burn
whatever is in the way in short order, take and expand that beam to an inch
and you'll probalby put your hand in the beam with no feeling of heat of the
beam.
