There are tons of small handheld glossmeters that measure "gloss" at
certain specific angles. They cost several hundred to a few thousand
dollars. I'm not sure of their aperture sizes.

Of course the best you can get is a goniospectrophotometer which will
measure reflectance as a function of wavelength and angle. The angles
of incidence and measurement can both be varied continously. These
instruments, for example by Murakami, cost hundreds of thousands of
dollars. And you'd have to do your testing with small porcelain
samples since the instrument is many times larger than a toilet.
