I don't recognize this directly, but it looks ophthalmological, perhaps an
ophthalmoscope (missing the illuminator?), so ask in sci.med.vision. I say
ophthalmological because the lens with the brass tab handle looks like a
diopter correction function using the standard optometric trial lens kit of
the day.
