I guess I didn't give enough information.

In scale model building, there are two different schools. One feels
that if a 1:1 object has a sheen, then so should a scaled down
object.

The other school feels that objects should be flat coated in order to
represent the scale distance of the atmosphere you'd be looking
through when you view an object. IE, atomsphere has a level of opacity
which you look through when viewing objects at a distance.

So, if you were looking at a 1:100th scale model from 2 feet you're
actually looking at it from 200 scale feet and thus the sheen of the
object should represent the sheen of a 1:1 scale object would appear
with at 200 feet.

I'm trying to find out of the second has a scientic basis and
hopefully a name.

Perhaps the effect is due to geometry--a distant specular reflector will
be reflecting light from a small solid angle. Under constant
illumination conditions, this will tend to make the reflection more uniform.
