Adding camera lens aberrations to a eyeglass

I am reading patents for a long time and two patents interested me.
First one , puting a phase plate on eyeglass.
Second one , using a photopolymer with light intensity variable light
source and engrave a 3D
eye correcting shape.
I want to make a eyeglass which has all aberrations of a selected
classic camera lens

I want to learn , how can I get design help for such a art ? Is there
design services at india or china ?
Which one is better and easier and cheaper to produce in china or
india ?
