Did Fresnel understand total internal reflection?

Any historians in the group?
Just want to confirm whether or not Fresnel not only developed the
equations for Fresnel reflection circa 1825, but also recognized or drew
out of them the phenomenon of total internal reflection?
[Wikipedia has separate entries for Fresnel reflection and for TIR, but
neither of them seems to be totally explicit that Fresnel himself used
the former to predict the latter.]
