You might try a *** of Reflexite V92
(www.reflexiteamericas.com/conspicuity_graphics.htm). This material
operates as an array of micro corner cube reflectors pressed into aluminized
plastic sheeting.

It is specifically designed as high specification conspicuity sheeting for
emergency vehicles and such. The corner cubes are designed to not return
light directly back to the source but to have a small bit of angular
deviation such as would be needed to direct reflected headlights back to a
drivers field of vision. It is claimed to produce 5 to 10 times more
brightness at the observers eyes than conventional glass bead-type
reflective sheeting.

I specifically use this material as a reflector when riding a bicycle at
night. It works very much better as a reflector than what can be purchased
over-the-counter.

I would be most interested in finding out what the geometry of the
cubes is.
