No, they haven't. It has been concluded that although the statistics of the
measurement verify the spooky action at a distance, this cannot be used for
communication.

Perhaps an example will clarify it.

Suppose two photons are produced with random, but coupled polarisations.
Suppose A measures the polarization at a specific angle and gets a result of
"Yes" or "No". A knows that B has measured the polarization at the same
angle as well. What information has he gained from B? He may infer that if
he gets a "Yes", B almost certainly has a "Yes" as well, and if he has a
"No", B very likely has a "No" as well. How can either of them use this to
communicate with each other.

We can assume the angle at which to measure the polarizatrion was
communicated to A and B from a central controller just in time to make the
measurement, but with not enough time for A and B to communicate with each
other at the speed of light after this. The key is that that the two
measurements agree regardless of which direction A and B are told to agree
in. From this Bell deduced that the statistics of measurement had properties
that implied non-locality.

You could say that the non-local quantum field has simultaneously
communicated with them both in a way that was not limited by the speed of
light, but that does not provide them with a method to communicate with each
other. In fact, no-one has found a way to use the spooky action at a
distance to communicate at greater than the speed of light, although many
have found the idea appealing and tried.
