In the preface to the 1915 edition of Lorentz's book Theory of
Electrons, Lorentz writes "In this new edition the text has been left
nearly unchanged." In the preface of the earlier 1909 edition of the
same book Lorentz writes "The publication of these lectures, which I
delivered in Columbia University in the spring of 1906, has been
unduly delayed, chiefly on account of my wish to give some further
development to the subject, so as to present it in a connected and
fairly complete form;..."

Therefore, one could reasonably argue, based on Lorentz's own words,
that his theory of electrons was created as early as 1906. But
certainly without question, by 1909.

Lorentz's 1904 paper was not even known to Einstein when Einstein
wrote his 1905 electrodynamics paper.
