boy you are strange. permittivity is a number i can measure independent of
conductivity. and there is no 100% value, it needs to have the proper
physical units for everything to work out.

cpus change frequency all the time. if they didn't they couldn't process
any information. would be kind of boring if they had exactly one frequency
all the time, no data, no nothing.
