Yes, that's the meaning of that expression when it is used for MMX - they
didn't find the signal that their theory predicted and for which they
designed his experiment.

Here's another one:
"Generally, a null result is the consequence of an analysis or experiment
that does not detect a proposition or principle original to the analysis or
experiment."

Some misunderstand that expression, which leads to unfounded conclusions and
useless, misdirected debates.

To the contrary, it refers to his/her expectations and the experimental
design that is based on that expectation.
