Reading? Not hard at all.

Understanding well enough to actually make a judgment on
the innovative claims, the relevant literature, the
current research, etc? Pretty good qualifications as
a generalist, I would say. Same qualifications that make
a good science reporter.

Typical work activities

These include:

    * investigating each application to ascertain that the invention
is described clearly and in a manner sufficient to allow a skilled
person to carry it out;
    * examining the invention from a technical standpoint;
    * searching through earlier publications, technical literature and
online databases of UK and foreign patent specifications to ascertain
that the application is novel;
    * considering legal matters affecting acceptability and
entitlement to claimed monopoly;
    * gathering information on which to base a judgement as to the
inventiveness involved in the application;
    * preparing an initial report giving the results of the search for
the applicant or more usually Patent agent, who then decides whether
to proceed to the second stage of the application;
    * conducting a substantive examination, including a detailed
examination of the description and the claims (extent of the monopoly
sought) and making a decision as to the novelty of the invention,
which is written in a final report;
    * discussing and negotiating with the applicant and patent agent
to resolve any matters raised in the final report;
    * presenting cases at hearings before a principal examiner;
    * maintaining up-to-date knowledge of developments through study
and visits to laboratories, factories, exhibitions and seminars;
    * occasionally becoming involved in specialised work such as
intellectual property policy, information retrieval and publicity
work.
