Stupid Mitch.
Mitch fabricates nonsense phrases to hide his ignorance of the physics.
There is no mass present in a central cavity. There's nothing to "touch".
The gravitational field (space curvature in GTR jargon) is zero there,
but the energy density (= uniform gravitational potential within the cavity),
and gravitational time dilation WRT free space are both finite there.
WRT curvature, the cavity and free space are equivalent, but g_00 and
the space-time metric differ because the energy densities differ between
a central cavity and free space.
Gravitational time dilation is directly related to energy density and is only
haphazardly related to space curvature.
