Yes, it is.
Here is a different question that I wish to ask Henry.
Alone among the major industrialized nations, Japan does not
use Daylight Savings Time.
Twice a year, hundreds of millions of clocks around the world
are suddenly incorrect by 60 minutes for varying periods of time.
This is true whether their owners set the clocks in advance, or
wait until the actual transition to/from Daylight Savings Time
from/to Standard Time.
But not in Japan.
Are clocks inherently more stable and accurate in Japan, Henry?
After all, you make a HUGE deal out of the integral leap seconds
difference between GPS time and UTC time.
