Space is a place where all the magnetic and electric fields from all the matter
in the universe overlaps. When a these fields change at a particular point in
space, as they must for propagation to occur, all the matter in the universe,
sooner or later get a tiny force acting on it's inertial mass. You can see the
effect in dielectric heating equipment and the velocity factor of transmission
line or optical glass.
So... the speed of light is determined by all the matter in the universe.
This explanation is contrary to Einstein's "ether theory" but has none of the
inconsistancies.
