Maybe that's the impression he wanted to give.... but the fact that he devised
E-synching is clear evidence of his suspicions that light speed was source
dependent and time was absolute.
All one has to do to establish an absolute timing system is to send clocks to
any point in space and E-synch them.
Mind you, if they are all pre-synched (in free fall conditions), there will be
no need to alter them at all because clock rates are not affected by movement.
