Why does the physicallity of Time matter?

Is there any scientific significance difference between the following two statements:

1) Traveling at relativistic speeds causes time to dilate.
2) Traveling at relativistic speeds causes all physical phenomena to slow.

What would be the impact upon science if the latter were more valid than the former? Is
there any value in accuracy?

p.s., I'm sure that I've worded those questions less than scientifically *accurately* and
if so, would welcome any improvements which might be required to get to my point more
elegantly.
