No, that's an overly general statement. There is always excellent
physics to be done at an existing accelerator, and there is always high
demand for accelerator time at any facility. However, each lab has
limited resources, and the research program as a whole has limited
resources. Tough decisions are made constantly about the optimal place
to invest time, people, equipment, and attention.
