We can say that the pair of twins have a velocity of 10 km/s and 40 km/s
with respect to a fixed point of reference. That velocities are always
relative is a cornerstone of classical mechanics which differentiates it
from Aristotelian physics.

If there wouldn't be velocity a,b with a+b=0 , velocity would not be a
vector. Or do you mean that velocities can't be added in relativity?
This is clearly wrong. When you are accelerating or decelerating you
must replace the metric tensor diag(-1,1,1,1) with the quadratic form of
the coordinate differentials and then you loose what you call reciprocity.
