No the ball's 5mph can also be slower then the car...likewise for a
rocket to depart the Earth.
Which is why Relativity never uses Newton Mechanic Principles (meaning
+ or - vectors to velocity) only that there is a noticable difference
of velocity between the ball & car or between the rocket & Earth.
And this can be noticeable/measured from no matter what other platform
where the viewer stands.
