The electrometer *is* halfway between the charges if its reading anything
and if you wind up the charge you will end up with no charge and a pile of
carbon :-) end your experiment?

In your diagram the insulator being made of particles will break down
before the vacuum and the charges will sneak round the ends
on the surface of the insulator to discharge.

I did not say what the insulator is made of. But if you must
know: Zeus and Athena have a tight grip on the charges so they
won't rush into each other's embrace and illuminate the
heavens with the glow of their passion.
