No, the SOL is a function of the vacuum and in the strictest sense needs no
charges or particles to maintain its velocity. Practical consideration mean
that to measure it some particles will be present in the measuring apparatus
and in its generation but in transit the only thing required is a vacuum.

Sorry Sue I have been typing charges when meaning
