Thermal photons, from the skin of the spacecraft, where the power
source is hotter than the background of 3K.

Heat. This is what is being used in a solar sail, except the
heat source is usually much hotter, like a star, so the momentum
of (primarily) visible light is used. The antenna is at a
temperature between that of the ship's skin around the power
source, and deep space. The Sun has receded to "just another
distant star" (which is also what provided the "non-anomalous
outward acceleration").

Actually no. There are a great number of schemes cooked up that
use the "Pioneer anomaly" to keep them attracting "suckers".
They aren't "proved" by the anomaly, they are constructed/fudged
so that the anomaly is a data point.
