They can meet again, for instance, if they are in free fall around the Earth at same altitude but in different directions. And yes, the clocks would show the same time when they meet again
You have described a specific situation in which the clock display the same time. That is not true in general. There are MANY other configurations in which clocks in orbit around earth can meet multiple times, and in general they will display different elapsed proper times between meetings.
