Einstein's equations for the Doppler shift are correct -- and they show
that at transverse velocities there is a shift.

Ives & Stilwell performed an experiment using high speed emitting ions
and confirmed the shift. HOWEVER, they misinterpreted by ASSUMING that
there is no shift for transverse emitters. They then concluded that the
shift they did observe weas due to TIME DILATION. WRONG. Nature is a
tricky gal. The fact is that the transverse Doppler RATE and Einstein's
TIME DILATION are coincidentally the same. A most extradinary
coincidence.

Look at it this way -- If an emitter were travelling orthogonally to an
observer at an infinitely great velocity it would not have time to emit
a frequency, the Doppler rate would be 0. Einstein said that in his
theory, light acted as though it had an infinte velocity. And at the
speed of light, the transverse Doppler rate is 0.

As for an emitter in orbit, it is at all times traveling transversely
to the the observer at 0. Therefore, I presume it will show a
transverse Doppler shift. Again, this is often mistaken for time
dilation.
