No, this is not right.
The rules are:
Rule 1: Light travels in vacuum at c, regardless of who is doing the
measurement.
Rule 2: The laws of physics are the same, regardless of who is doing
the measurement.
(where "regardless of who" spans the set of inertial reference frames)
As a consequence of these rules, one finds that two different reference
frames will always agree on these two things but that they will not
agree on length or duration.
