So OK then; explain the photoelectric effect without photons.
Briefly: the photoelectric effect is observed to be frequency dependent;
if a bright red light shines on a certain surface, nothing happens.
However, if a dim blue light shines on that same surface, current flow
ensues, and that current flow is dependent on the intensity. This is
putting it somewhat crudely, of course, and there are other
considerations, such as voltage between the two plates.
