Why can't different types of particles simply swap places?

LEN=The atom is like a universe its self, some particles do swap places
as in electrical conduction or light traveling through water.

But this has little to do with timing within the Atom. time is a
illusion outside the atom, because there is perfect timing within each
atom, we are led to believe time is some kind of force.

All particles within and outside the atom
behave like clocks that never loose or gains time. We can't see it or
detect it because we are made up from the same clocks as other
materials.

Inertia is the best way to measure how many atoms are in matter. We
can measure the size of the Earth, because of the rate things free fall.
