This is wrong. OWLS never been measured.
Of course it's been measured.
Now, you may object that it's not been measured using a distance
measured with sticks and two clocks at either end, but that's not the
only way to measure OWLS.
Deciding to measure it some way other than the way you want it to be
measured is probably a good decision.
