a) the car is in a state of change?
b) something is happening to the car?

I didn't say its mass increases with speed. I didn't say the mass of
anything increases with speed.

However, the measured lifetime of the neutral kaon certainly increases
with relative speed. You may want to consult the measurements done by
Cronin and Fitch. Lederman also did independent experiments about this.
