The Nepalese do not live at sea level.
A clock is an oscillator plus a counter. It doesn't matter where the
counter is, we can count oscillations of a pulsar at sea level and
they'll be the same count as from Mt Olympus on Mars, grinning ape coach.

And the reason TAI != GPS is ... ?
