If light is not a wave, what is?

Light quite clearly is not a wave. For example, we use visible light
photon counters (VLPCs) that give discrete signals for individual
photons of light.

You can count how many times your oscillators reach the required energy
to emit an electron when they are impinged by light waves. And that
makes light not a wave how?

But, of course, light is not particles either, because it can exhibit
wavelike behavior in many cases.

Light is a quantum phenomenon, and neither "wave" nor "particle"
describes it accurately.

I agree these one word descriptions aren's so useful. Also, there
aren't many other wave phenomenon that exhibit E=hv behavior. Can
anyone think of some?
