Maybe, maybe not.
That would all depend on whether the transit velocity
is the same thing as the velocity predicted by Maxwell.
The Maxwell velocity could be the speed of the wave,
which is not necessarily that of the photon.
Keep in mind that LLR is accomplished using, essentially, single
photon detections of light bounced off of mirrors on the Moon.
So "wave speed" is the same as "particle speed".
