That would all depend on whether the transit velocity
is the same thing as the velocity predicted by Maxwell.
The Maxwell velocity could be the speed of the wave,
which is not necessarily that of the photon.

Keep in mind that LLR is accomplished using, essentially, single
photon detections of light bounced off of mirrors on the Moon.
So "wave speed" is the same as "particle speed".

Well, this is probably the thing that troubles me most. If NATOL were
to work, it would seem that "wave speed" would have be the same as
"particle speed" in this type of experiment (LLR/Transit) - which
would too much of a coincidence for NATOL to be credible. I assume
that different wavelengths and coded data streams have been sent and
received in verifying this? (rhetorical - I'll try and find references
to this myself).

I suppose that NATOL could claim that the differences in velocity
between different wavelengths is so small that differences would be
lost in the experimental errors. I would like to see a comparison of
data from Androcles' claim that "There are radio galaxies that are not
in the same position as their optical counterparts"

Actually, it's just occurred to me, I'm assuming that NATOL is a
theory based on classical mechanics - perhaps Androcles meant it to be
based on an aether theory? (Cue expletives).
