There are two ways that I can think of that this can follow from. The
geometry of spacetime sets the condition. Or the quantum "vacuum" is a
relativistic medium with the average speed of c. The second scenario
can actually explain the first somewhat. Of course the mainstream
thinking is the first scenario and the geometry is what it is and there
is no need to explain it. For me, this may give the "void" properties
which it might not really have. Well, actually three ways. The
geometry of spacetime can just be a mapping of the interactions of real
quantum objects also. For me, this is a bit hard to understand why a
photon can't go faster than c. I do prefer the quantum "vacuum" as a
relativistic medium explanation the best.

I'd like to add that the local speed of light on
Earth in a vacuum, is attenuated by both the
Earth's and the Sun's gravitational potentials.
Fred, that's in Weinberg's "G&C" pg.201...
"Radar Echo Delay", sometimes called the
Shapiro Effect, also same ref, Eq.(9.2.5) shows
the effect of gravitation on the speed of light.

Even if one was to go out into a void of inter
galactic space, away from matter, the potential
would not be zero and speed of light would
still remain attenuated by gravitation.

The are numerous cosmological models, but
I think the over-all potential of the universe is
proportional to it's density, and that set's the
upper limit to the speed light, because there
is no true vacuum when the potential > 0.

What is the conveyance mechanism of that
potential? That's another mystery.
Let's have a look at that.

We know that light rays near the Sun have
deflected and attentuated velocity, that's
usually described as a classical field effect.

I'd like to speculate on that problem.

Suppose I suggest, hypothetically, all matter
may be described as an ensemblance of
"charge couples", and the distance between
each end of that couple "a" and "b" is equal
to one wave Length of electromagnetic energy,
that looks like this,

hc/L = hf = Energy , h = ab , f = frequency.

And all charges in the universe are related
to all other charges in the universe by that
formula.

Given that the "spacetime field" is the medium
(I think Fred and others call that the quantum
vacuum), then it's a busy place of conveyance.

A crucial question is how is light deflected
in that described spacetime field near the
Sun. Would it be interference functionally
dependant upon relations between the Sun's
waves that it relates to with the rest of the
universe, and so the interference result of
an inbound wave deflects the light ray?

In mathematics, the key would be to formulate
an interference pattern that produces the
geodesics, that are equivalent to the "equations
of motion" that GR uses for the deflection result.
