Gratings measure wavelength. They are wavelength sensitive devices.
Frequency counters measure frequency.
When you measure the wavelength and the frequency, you can compute the
speed of light.
Results from such tests do NOT show that the speed of the waves is changed
by doppler shift.
Have you taken that boat ride I advised you to take?
Watch the waves in front of the boat, they are very short, behind the boat,
they are very long. It is the wavelength that is changing, NOT the speed of
the waves.
