Who said that? Energy doesn't necessarily have to have a smallest
amount. Don't confuse quantization into wave packets as dictating a
smallest amount of energy.

Energy is quantized, but there is no smallest amount. And that
quantization depends on the system involved, not on some arbitrary
smallest amount of energy.

quantity of energy, and until than, where is that smalll
quantity of energy stored?
Energy and matter do not necessarily transform into each other. It's
way more complicated than that. There are conservation rules to
consider, for instance.
how is that matter looks like when it is energy?
Pretty much the same as when it is matter. Ever heard of E = mc^2?
