Actually, I corresponded with Consoli about this paper and its errorbars. He said they ASSUMED that since Michelson and Morley's vernier was marked in units of 1/50 fringe, that was the appropriate errorbar. This is hopeless, as the averaging they did generated an errorbar many times larger than that -- so large that the variation seen in their plot is much less than the errorbar. Consoli and Costanzo use 1/50 fringe and obtain nonsense.
