Perhaps it's the word 'proper' that is inappropriate here,

Yes, because that word is used with a quite different meaning everywhere else.


or the quantity not strictly an SR one?

One can define whatever quantities one wants. But mixing frames like this and using an inappropriate PUN make this quantity highly undesirable to me.
