Is the Red Shift of distant stars because of expanding universe or time dilation?

Hi,
I was just reading, "A Relativistic Quantum Theory of Gravity" (http://
www.arxiv.org/abs/physics/0612019) wherein the author appears to be
saying, among other things, that the red shift of distant stars is due
to the time dilation effect that results from Earth's star being small
compared to the red shifted ones of our universe. But I thought the
astrophysicists were claiming that the red shift is due to an
expanding universe. So which is it?
