Yeup

The PEAK of the curve from the big bang, red shifted, is represented by
the CMBR.

The low end IS going to be limited by the size of the universe, whatever
that might be. It should be easy for you to calculate, from the formula of
the curve, how many of those UNIVERSE SIZED photons may be rattling around
out there, bouncing off the edge of the universe in a gigantic standing
wave.

Who says they are universe sized .. photons are point particles.
