Earth's Gravitational Time Dilation MUST affect Hubble's Expanding Universe

If not then Einstein's Gravitational Time Dilation does not exist.
Hubble's observation of an accelerated expanding universe "must" take
account of Earth's (and Sun's) Gravitational Time Dilation otherwise
it does not exist.
If so then "observation" of distance travelled over light's velocity
in a billion years "must" be different then observation by another
twin without gravitational time dilation. Due to Relativity there is
not static frame, both the Earth, Sun and light are traveling and this
affects observation.
After substracting both Earth's & the Sun's gravitational time
dilation, the Universe should be contracting to a Crunch.
