Vacuum is not the reference, but the medium for photons to travel between
atoms.

If you use light to see with, you will not see anything faster than light.
Light will be precieved as the ultimate speed barrier.
If you use sound to see with, you will not see anything faster than sound.
Sound would be the precieved ultimate speed barrier.
Hertzian physics will need to see something beyond light to see faster than
light.
