My question is this:
Don't the Lorentz equations apply only within reference frames and not
between moving FoRs?
No, it's exactly the opposite. The Lorentz equations tell you, given
measurements of an event in one reference frame, what those
measurements will be found to be in another reference frame, moving
relative to the first.
