Where do you get this stuff?? It is completely wrong.

In Maxwell's original theory, and in the aether theory of the day, the aether is at rest in some inertial frame. The fact that the earth orbits the sun means it cannot possibly remain at rest in the aether frame. That's why they expected AT LEAST 30 km/s of aether drift, and their apparatus was designed to be sensitive enough to detect any drift of that magnitude.

In relativity, the apparatus is indeed at rest in an inertial frame [#], and thus the speed of light is isotropically c inside the apparatus. That's why the aether theory predicts fringe shifts but relativity predicts none. The aether theory was refuted and relativity was confirmed.

[#] gravity and all rotations are easily shown to be negligible.
