You have no idea what a frame of reference is so you have no
ability to make any comments about them.
I am discussing something beyond frames of reference. Light is not
tied to any frame of reference. It propagates outward from a source at
'c'. When the light reaches its destination it has traveled from the
source to the destination at 'c'. It has traveled from where the
source *is* to where the destination *is*.
