T-duality

Hi
I have some difficulties understanding the concept of T-duality in string
theory.
I will refer to the following site:

in which is stated that there is a minimum distance in our universe. Looking
at an even smaller distance does not give any new information, because of
the duality.
Can You explain me what this means. It must have something to do with the
fact that small scale theories are equivalent to large scale theories, due
to the T-duality.
