The speed of light in a vacuum is constant. It slows in a medium like
glass or water.
Suppose we could somehow show a different behaviour for some particular
electromagnetic frequency in the lab, once we turn it loose into air or
space, it behaves normally.
Try to get some details of the experiment from a more reputable source.
I expect you'll find very reasonable explanations and the Laws of
Physics will, most likely, remain intact.
Propagation of visible light in water may be slightly affected by the
temperature of the water due to change in water density ... however,
I'm not sure it can be easily measured.
