Actually it has to do with the so-called Lorentz-contraction. Einstein
taught us that the length of objects having a velocity to an observer is
somewhat smaller (length contraction). The contraction depends on the
velocity with respect to the observer.
A magnetic field always originates from current(loops) and currents can
be seen as moving charges (negative charges going one way and positive
charges the opposite way). Due to the velocity dependent contraction a
net charge density will be seen by the observer. The result is an
relativistic electric field, always perpendicular to the velocity.
