Also, you need to
provide a mechanism for "mass decreasing with time" in order for it to
be a scientific hypothesis. Otherwise it is no different than saying
that galaxies are rotating faster than expected since angels are pushing
them along.
Einstein didn't provided a mechanism for the photoelectric effect, he only
studied a phenomenon and sought to parameterize it. We could also think he
said an accountant were counting energy amount and freed an electron when
there is enough of it.
